Practice makes an expert in networking, and if you want to hold the number one exam badge in the world, e.g., CCIE, then every day you need practice and practice only, so therefore we need either simulation or any rack rental (recommended) in order to crack the CCIE. If you want to be a CCNA, CCNP, or CCIE with a multivendor user-friendliness, then simulation is required. I have experienced in GNS3 and Cisco packet tracer because it's free and over network environment and topologies meets there requirements.

In my experience , the budget plays a crucial role. Either we try to get some sort of simulation tool from the vendor along with a huge order or we just put some switches and routers to build our own lab environment to save hefty price of licensing for simulation. At the end of the day, the ability of the engineer to setup the topology in such a way to mimic the production network is the key. A well designed topology even on a virtual environment or with a limited pieces of the hardware may provide the better results than a loosely configured commercial simulation tool.

As per my opinion, to set up a network budget play a crucial role. we have to decide everything as per budget. Also will suggest good tools which are free for monitoring.
