In my experience I've noticed that staff performance is not properly tracked hence it would lead to inconsistent or inadequate evaluations. It is vital that a working data collection and management system be in place. This should not only track organisational output but also staff input. Knowing the effort level of staff fosters genuine appreciation and recognition, identifies training and development needs as well as a successful career path for employees.

To measure and evaluate something, firstly you have to identify what it is. You should be careful that it should be SMART. The goals should be (S)pecific, (M)easurable, (A)chievable, (R)elevant, (T)ime-bound.
