You're overseeing a grant project for a community. How do you assess its lasting impact?

A good grant writer will have set up a project that’s going to succeed from the onset of the application process. Meeting with key staff and stakeholders, along with the community (if needed) is essential to the planning process. Once that’s in place, the data collection, storytelling, and communication with the community is key. I believe one area of focus should always be to survey (face-to-face when possible) clients being served by the grant funds. An agile team can pivot and develop effective plans to ensure problem areas are eliminated and all clients are treated well.

To assess a grant project's lasting impact on a community, it is crucial to define the intended outcomes clearly. These long-term outcomes and impacts should be specific, measurable, and aligned with the community's needs. Establishing baseline metrics by collecting data before the project starts is essential to understanding the community's current state. A comprehensive evaluation plan detailing data collection methods, timelines, and responsibilities for assessing the project's impact should be prepared. Monitoring and evaluating short-term outcomes, such as changes in knowledge, attitudes, or behaviors among community members, is also important to ensure the project is on track to achieve its intended impact.

Ensure that appropriate and accurate baselines for impact indicators have been set such that the situation before the interventions (i.e. pre-program) is correctly captured. Consider a control group - those that did not benefit from the interventions - as counterfactual measures of what would have happened in the absence of the interventions. The impact can be measured by comparing counterfactual outcomes to those under the interventions. The value added of the program to the community (society) versus the status quo can be determined through this evaluative process.

It is worth setting clear indicators and metrics as target goals and outcomes to achieve from the project design and inception phase. Se a baseline data to measure the change and impact over time. Set clear Evaluation and implementation plan to assess progress toward desired outcomes(short and long-term ) Asses the community engagement and resilience, project sustainability and ownership by the community, and financial sustainability after project closeout. Promote community interaction through communication and information sharing, feedback mechanisms, and promoting a culture of shared responsibilities

One thing I could realize that baseline survey is a must of the present status of the community resource base, knowledge base and aspirations for future development to properly utilize the allocated fund.

For my work with public assets, project development to a successful outcome has always been founded in the stakeholders. Community is the center of why we do the work and ultimately, who values ownership through inclusion in to their sense of place. That is how I have defined qualitative impact.

Engaging key players in the community especially the affected stakeholders will help the project to be both strategic and practical with its activities. Most of the time, solutions and ideas are already being discussed and grants can unearth these ideas through stakeholder consultations.

KPIs are crucial for grant projects as they offer a structure for ongoing monitoring. By monitoring progress against established objectives, a grant manager can make any necessary modifications to stay on track. This proactive approach involves gathering relevant data on KPIs to assess the project's progress. Consistently reviewing this data enables the identification of patterns, early detection of obstacles, and recognition of achievements. Efficient monitoring guarantees the project can adjust to evolving circumstances and sync with the community's needs. KPIs are not just a way to measure success but also play a crucial role in guiding strategic decisions, making them essential for effective grant project management.

Using the agile method will help managers oversee projects and monitor KPIs on a regular basis. Although this activity might be a little tedious, dependent on the culture and mechanisms being implemented, but it will help members become consistent and effective in every step of the way.

When evaluating the outcome of a project, one must be on the look out for unplanned or unintended results. Unintended results may be positive or negative. Course correction using agile tools, stakeholder engagement and involvement may help to eliminate negative outcomes. Use insurance policies, legal documentation, and sound policies to mitigate the impact of undesired outcomes. Unintended positive outcomes can sometimes become more valuable than the planned objective. Here is a short list of outcomes that were came about accidentally: - Penicillin - Smoke Detectors - Velcro - Blood Thinner Warfarin - Matches - Coca-Cola. So when evaluating outcomes, keep an open mind. Treat feedback like gold.

Although evaluation is done towards the end, monitoring regularly will show the possible outcomes. Meaning, most of the time, we already understand where the trend of the project if we monitor KPIs. Also, planning ahead and assigning actual verifiable outcomes or outputs as indicator will be a clear message if we are hitting our mark or deviating.

In my experience, measuring impact properly can be a complex process that requires a scientific approach. Similar to a laboratory experiment, effective impact measurement necessitates the use of controls. Econometrics illustrates that any given outcome is often the result of multiple inputs. Therefore, to measure a project's impact accurately, it is crucial to understand all the major causal factors of the problem the project aims to address from the outset. Upon project completion, it is essential to monitor factors that could influence the expected results. This ensures that the project can be replicated with accuracy, whether in the same location or elsewhere.

Measuring intermediate progress is good. What finders and implementers should remember is that these projects are intended to have long-term effects. Those effects are clear over time and so they intermediate measurements should be used for course correction and impact-enhancement strategies not Go-No Go decision making.

Reflection on process improvements resulting from findings or monitoring can not only strengthen your organizations understanding of rules and regulations but provide your administrative team an opportunity to design, implement and monitor organizational processes. Improving or altering current procedures to further align your organizational objectives with both programmatic objectives and strong financial controls will minimize future findings related to similar scenarios and allow for growth in obtaining future funding.

The way we tie our community grants to a long-term impact is based on a shared vision for youth. We brought the community members together to define what sucess looks like for young people. Then we developed a framework based on the identified priorities. Then we linked our grants to specific outcomes and we set specific performance measures and a tracking system. Additionally, we build a capacity building system for local youth service providers that are based on the principles set in our shared vision. So, a combination of community participation, a creation of a long-term vision, an investment in creating tools and training aligning with the vision principles and tieing funding to all of that leads to ensuring long-term impact.

I found that developing successful projects in the long run that would be initiated with grant funding is far more successful when you look over that time period in which the funding is provided- the honeymoon era- into the maintenance and post-grant funding life era. If you can build up that project's life after the funding is gone, and how it is either self-sustaining or how it will be sustained and maintained going forward, it makes that funding more important during the time, while also giving hope for the future of it. A project that will basically be unsupported or not utilized after the funding otherwise provides a failed project in the end.

I will simply suggest to re-read all those monitoring reports, meeting minutes, testimonials, videos, all data possible that give you a clear understanding about what you did well, what you did wrong and what you need to improve. Making a honest review and reflection about all those lessons learned is the organic information to do your best in your next project!

For grant projects, it is often essential to consider the psychographics of the region. One challenge to sustainability can arise from corporate or communal greed, where a few individuals exploit project resources for personal gain rather than for the benefit of the community. This issue is often addressed by employing the "mystery shopper" technique to evaluate claims. In many countries, grants intended for widespread impact and distributed through state-owned mechanisms often fail to reach the target communities or individuals. This failure can be due to the aforementioned reasons or because, from the onset, the grant's purpose was political (that is designed to meet the interest of certain political entities).
