When the team size is small, especially less than 10, we do have luxury of picking free version of many industry leading tools like Jira with good access to a good portion of advanced features. I'll evaluate and pick one of those.

There are of course, a plethora of tools available but what is more important than the tool is the mindset and the understanding on the work that needs to be done.
