You need to understand the difference between Reinforcement learning, supervised and unsupervised learning and when it is appropriate to apply each of those techniques. You need to be able to identify and create good data sets for training.

As with any project manager, it's not your role to be an expert in anything other than managing projects. Machine Learning is a technically complex field that also has a very active research climate. As a project manager, it's unlikely that you'll be deeply versed in the methods and techniques of machine learning, and also be able to keep up with current research. Thus, key qualities that you'll need to succeed are: a clear understanding of your role (managing projects on time, within budget and with the designed functionality); an ability to ensure that the project team has the required technical depth and subject matter expertise; and being sufficiently fluent in the language of machine learning to communicate clearly to stakeholders.
