"budget" is concrete and has a number on it, while "high expectation" is abstract and mostly subjective. therefore, firstly make sure to build a clear and valid multi layer fence that will protect the expense to be within the budget including the contingency, be strict on that. expecting to build rolls royce from toyota budget is absolutely nonsense.

First we do need to define the meaning of projects.If it's referring to engineering only, or includes installation / construction.For the whole project, up to commissioning and first flow, it's meaningless to have high expectation with tight budget, regardless the project type( pipeline or any other).

1st is to know your budget limit, will there be an addition or maybe further decrease in the future while project still on going? this is a question that you need to ask every now and then. 2nd breakdown / allocate that budget to every divission and have the detail cost etc 3rd brain storming with each divission which cost can be cut / reduced / optimize. Look for an alternatif without reducing the quality. 4th ensure the whole team is on the same page of what, why, when, and where. With a solid team and strategic planning this should be doable.
