There are so many ways that you can do this without it costing anything or very little. Consider internally based events and exploring different spaces in the office that you can hold these, do limited, ticketed events to make is feel more exclusive if the spaces are smaller i.e. where you can only have 10-20 take part. Consider the best team-building activities where people can get to know each other better and what makes them tick, think a certain way or make decisions (how, why etc.) - there are lots of personallity and profile tests out there that can be turned into a more fun and informal format and loads of "copy the TV" ways to entertain. Sports days are cheap, as are bingo and quiz events, plus cocktail making and arts and crafts!
