There are different ways of handling change in the requirements, they mostly depend upon the stage of identification of change. MOSCOW rule can be used to prioritize the changes. "Must have" changes can be implemented immediately if the implementation cost is within acceptable cost escalation. Certain required features that are seldom used, may be exchanged with similar and other changes or new requirements. (Note: These are called Exchange Requests but not Change requests!) and so on. (It's always advised to include the change management plan in the work contract) If Agile methodologies are adapted, then changes are handled at each sprint level, as part of the process.

When our company had first established that there was going to be Business Analyst department, all stakeholders were brought into a conference room and Standard Operating procedures were mapped out. In this way, IT had buy-in from the Business on how all aspects on an IT project would run before the first project initiation. As time marched along and different projects were established, having the process and workflow documented and agreed upon before the project started made each step in project management easier.
