It's not a favorable situation. To address power struggles, it is essential to prioritize open communication and mediation. Encourage team leaders to openly share their concerns and work towards finding common goals. Clearly defining roles and responsibilities ,promote collaboration and cooperation. Encourage mutual respect, seek compromise, and emphasize that the project's success is the ultimate priority for everyone involved.

After working in several different cultural environments, I would not be able to recommend ONE SINGLE FIT'S IT ALL. Conflicts, their root cause, their impact on the team and how to solve them are massively depending on the type of company, they cpuntry/culture you are embedded, the mix or missing mix of your team and so on. Even between Germany and UK are already big differences, let allone between EU and Asia. Also between CN and VN I would not chose the same approach.
