This is quite tricky question imho. But very important is one step before - estimation and evaluation of the project. I have faced many situation where projects are often under-estimated. All stakeholders want to start asap and do not pay so much attention to initiatiom phase where estimation of all important project tasks should be done. This could also include discussions with your vendor and his team allocation. Solving this afterwards when budget is showing gaps and you do not have enough resources is very complicated - in this case you need to step back and reestimate the project once again and clarify the priorities to be delivered.

To set realistic expectations with limited vendor resources, assess capacity and prioritize tasks. Communicate clearly about constraints and timelines.
