KEEP IT SIMPLE - Prioritise your response based on available resources and expected outcomes, Those in the team who have the necessary focus, energy and proven difficulty emergency response skills and authority of delegation need be applied to the high risk situation. Shared responsibility across all the necessary skill sets within the team to tackling the low risk. Set clear "by when" objectives for both. Ensure open communication channels across all members of team and the external resources. FINALLY - Preparedness and Training would be key in these scenarios, if you haven't already roleplayed and structured a worst case scenario response mechanism, then you will be learning at GREAT COST by experience !!

Conversely, low-risk emergencies—such as minor vessel groundings, small-scale pollution events, or administrative disruptions—may require attention but allow for controlled, delayed responses. A key model for this framework is the Risk Assessment Matrix, which evaluates: Likelihood: The probability of an event worsening. Severity: The impact on lives, the environment, and mission effectiveness. Time Sensitivity: The rate at which the situation deteriorates.

Based on priorities and criticalities you have defined in your plan, normally started with human live saving and others based on organization priorities

Life-safety is always your first priority no matter the level of emergency. If personnel are injured, perform triage to determine patient treatment priority. Divide and delegate responsibilities to each emergency among available personnel and allocate resources for each emergency accordingly (resources should be weighted to level of risk and time estimated to mitigate before potential escalation).
