First it's important to understand why this constant change and if the PM methodology is correct. Second, assess the team skills and capabilities and have a meeting to discuss with them. Based on that understand what is the problem, the nature of the project or changes from customer or team gap and accordingly developed a risk mitigation or plan to adjust. To keep team motivation keep communicating the project goal and vision and include them in the decision making concerning timeline if possible and listen to their concerns and ideas, also have a Kanban board or and visual software to keep track and see progress and adjustments. Stay in within the feedback loop to keep communication clear, transparent and corrective actions made.
