You can help stakeholders resolve the conflict by reframing the conflict as a problem-solving exercise. Seek to understand the differences of opinions and makes them transparent, carefully leading individuals and groups to find common ground. This is more than consensus. These stakeholders have the power, influence, or legitimacy to affect or be affected by the operational plan. To identify them, you can use a power-interest grid, which plots stakeholders according to their level of power and interest in the conflict and the operational plan.

Underneath all the analytics there is always assumptions and data sourcing. I would start with understanding: 1. Where do the data comes from and whether the data in scope for the analysis is the same. 2. What are the underlying assumptions and thought process to get to the final analysis. Those 2 questions would be a good start to get to common ground among stakeholders to determine path forward.
