In a monetized environment, these typically are your biggest spenders or "whales" that ask for these changes. Cross reference these asks with various bug reports to see if they are related. If not, cater to the larger portion of your game, or the "middle 70" percent of players. In monetization, if the middle 70 are saying the same things as the top 2, then likely there is some substance to it. Keep in mind that players see things that dev teams often miss for various reasons, but only give these requests their due "weight" when proper.
