Design Drives Cost. Clients decision drives Design. Who, what, when, how did changes come about measures financial viability of the project moving forward. The changes not moving forward may affect project more than cost impact moving forward. Dynamic question with dynamic answers. These things don't occur in vacuum. In the master planning during program development all parties should agree to a contingency that protects future financial impacts from affecting the financial viability of a project moving forward.
