ERT has to be kept as simple as possible. Because most of the time, those involved in the ERT process during the crisis are civilians and aren't trained in physical and mental preparedness to the extent of bringing 100% efficacy to the crisis response. I believe game theory brings the element of WHAT IF to the table. These simulated what-if situations help the first responders digest the possibility of such situations and not get into a Flight-Freeze kind of response. Something that can ultimately jeopardize their efficacy in following the SOPs designed to mitigate a crisis. While most Game Theory sessions I have witnessed as a spectator have been fun-based, I believe that is a grave mistake one makes.

As an emergency management professional operating in the realm of the DAFN community (specifically the IDD community), I want to caution only relying on the numbers. Those with intellectual and developmental disabilities are a very unique subset of the DAFN population. There is incredible nuance to this group, such as those with Autism Spectrum Disorder. Applying group thinking to this group might be an exercise in futility. The best way to plan and prepare for these individuals is to work closely with your local CBO's/Non-Profits, or Regional Center (for those in California) that work with this population.

A tried and proven method is always a good base line from which good planning comes. I do feel however that each of us can ad a little bit more.

Game theory is a great way to wake up from one's complacency. However, if this exercise doesn't involve a domain expert, then the complacencies and denials remain integral to your response system. Complacencies and Denial are common features in civilian-driven response planning. They are so only because a civil mind is conditioned to believe things won't worsen. And such beliefs usually don't have any evidence to back up. When an expert conducts a game theory, they expose the ERT to real-life possibilities and make them aware of how they can transform their limitations into possible strengths. They can also help the ERT to develop SOPs and procedures that can eliminate casualties and enable safe evacs.

In my approach to emergency response planning, game theory can transform strategy design by offering a systematic framework to anticipate and counteract various potential scenarios. This methodology enables me to model the interactions between diverse stakeholders, such as emergency responders, government agencies, and potentially affected communities. By considering each entity as a "player" within a game, I can analyze their potential actions and responses to different emergency situations. This approach facilitates the creation of robust strategies that are both flexible and adaptive, accommodating the likely actions and reactions of all involved parties.

That hits the nail on the head, hard to improve on a good answer/plan. You can't beat a good plan but sometimes you can add a little to it.

Game Theory has a direct impact on decision-making during emergencies. In my brief experience, nothing is called The Right Decision during such times. It is about making decisions and then making more decisions to lead the first decision to accuracy. I say so because when you choose to take the VIP out of the fire exit, there could be an ambush waiting there because we aren't the only ones who have done a Game Theory activity. And this is when we go to plan B, C, D, E... up to Z or even A1, B1 and so on. In my ERT training, I go until none of us can think of anything else that could go wrong and not have a plan to avoid it. Note this: ALL Decisions are already made during Game Theory. In a crisis, you recall them and execute them.

I believe that based on game theory and the chosen model that fits the situation, we need to analyze the most likely reactions of individuals and, considering the need for potential responses and the gap between these(responses & gap), create planning and preparedness. In fact, game theory can help to identify guidelines for decision-making and even potentially incorrect decisions that are more likely to occur.

It aids in understanding the payoffs and consequences associated with each decision, thereby enabling the prioritization of actions that minimize harm and optimize positive outcomes. For instance, in the event of a fire outbreak at a chemical plant, game theory can assist in determining allocation of resources towards containment depending on the anticipated actions of the fire department and plant personnel. By modeling these decisions, I can accurately predict the outcomes of each possible course of action, facilitating more informed and effective decision-making under pressure.

The ability to practice emergency or contingency decision making is crucial. I highly recommend “war gaming”. Games such as Axis and Allies provide young and/or inexperienced leaders the ability to practice decision making, planning resource utilization and negotiation skills. Very few organizations take the opportunity to implement a War Game Day, to train and practice these fundamental skills. They also provide opportunities for instant feedback, lessons learned and mentorship.

Emergency response is led by the highest ranking official on site. Police and other emergency response personnel have a clear line of authority.
