1 Identify the hazards

The first step in developing a safety plan is to identify the hazards that may arise during the project. Hazards are anything that can cause harm or damage to people, property, or the environment. Some common hazards in construction projects are falls, electrocution, fire, noise, dust, chemicals, and traffic. You can use various methods to identify hazards, such as site inspections, risk assessments, checklists, and consultations with the workers and stakeholders. You should also review the project scope, design, specifications, and schedule to anticipate any potential hazards.

Construction Management Safety Plan is required to identify the risk of possible safety hazards likely to occur before , during or after the execution of project tasks. Highest priority be given to life threatening hazards followed by property loss and financial loss due to negligance to safety. Frequency and duration of hazard need to be mapped with cause effect of each of the hazards. Inspection and check list need to be kept ready in advance to negotiate with the hazard. The stakeholders of project be made alert about any of the possibilities by taking the formal and informal chain of communication in loop. Periodic and recurring reviews are important about the safety boards, signals and safety tools in place.Keep medical help ready.

I am always considering building a 5-layer pyramid to identify the top 5 risks of the site/project. These hazards can be identified through a paper exercise that anticipates upcoming activities, by walking the site, or using 4D planning. It is important to remember that the top 5 hazards will change based on the project phase and must be re-evaluated each time the project enters a new phase. Once your reporting system is established, it is beneficial to analyze safety observations and establish the top 5 hazards based on these observations.

2 Assess the risks

The next step is to assess the risks associated with each hazard. Risks are the likelihood and severity of the harm or damage that may result from the hazard. You can use a risk matrix to rate the risks based on their probability and impact. For example, a high-risk hazard is one that has a high chance of occurring and causing serious consequences, while a low-risk hazard is one that has a low chance of occurring and causing minor consequences. You should also consider the frequency and duration of exposure to the hazard, and the number and characteristics of the people affected by it.

Minor injury, Partial Disability and loss of life are possible threat to the lives of workers and tresspassersby at the site. Remember in all the cases the safety norms if followed metaculously will safegaurd the loss. In Civil Engineering Project the highest losses are found due to negligance while working at height due to head injury. Therefore use of Helmet and Safety belt is a must. Many times excuses are given by the labour of inconvinience in working felt by them. However its in mutual interest to train and make them habitual tpo work with the safety equipments. Second life threatening hazard is found due to electriculation. Again negligence in placing safety signals or following the safety norms are often found as the reason of loss.

3 Implement the controls

The third step is to implement the controls that will eliminate or minimize the risks. Controls are the measures that you take to prevent or reduce the harm or damage from the hazard. You can use the hierarchy of controls to prioritize the most effective and feasible controls for each risk. The hierarchy of controls consists of five levels: elimination, substitution, engineering, administrative, and personal protective equipment (PPE). For example, elimination is the best control, as it removes the hazard completely, while PPE is the last resort, as it only protects the individual from the hazard.

Elimination and Minimising the risk is complimenting the planning and scheduling the safety measures. Use of PPE need to be encouraged and taken care of while the work is going on. The inhouse labour, the workforce as well as visitors are required to be informed every now nd then about the safety culture of the project and company. The Vehicles and Construction machinery if possible should be guarded from unauthorised entry of other vehicles and tresspassers. I remember one project manager putting a trench to enter at worksite to ensure that the worker having fear syndrome can be identified. Possible injury to the labour at site due to this fear can be safegaurded by eliminating him/her at entry itself. Prevention is better than Cure.

4 Communicate the plan

The fourth step is to communicate the plan to all the parties involved in the project. Communication is vital for ensuring that everyone understands and follows the safety plan. You should use clear and concise language, and tailor your message to your audience. You should also use various formats and channels to communicate the plan, such as meetings, trainings, posters, signs, newsletters, and emails. You should also encourage feedback and suggestions from the workers and stakeholders, and update the plan as needed.

5 Monitor and review the plan

The final step is to monitor and review the plan regularly. Monitoring and reviewing are important for checking the effectiveness and compliance of the safety plan. You should use various tools and methods to monitor and review the plan, such as audits, inspections, observations, reports, records, and surveys. You should also measure and evaluate the performance and outcomes of the safety plan, such as the number and severity of incidents, injuries, and illnesses, the level of satisfaction and engagement of the workers, and the quality and productivity of the work.

A construction safety plan shall also include all the trainings required for the personnel will undergo to. For example, proper use of PPE, behavioral based trainings and even the daily toolbox meetings will help increase the knowledge and awareness of personnel regarding the hazards, risks and ways to mitigate them specific to that site.
