Crafting a business proposal is an Art but there are two things to consider BUSINESS PROPOSAL, first- You interact with the client and they have shared some level of information regarding the work and process, and second, you do not interact with the client, and assume the ongoing project make a general Proposal. In the first scenario, you have some level of advantage because you know what they want and you can fully focus on that and do detailed research on that. In the second one, you are doing all the things ready generally and when you present the information in that time you are sharing the information on which they are focusing.

Use their language, highlight the value against key pain points, be clear on the implementation process, and final deliverables, be thorough and detail oriented, let your proposal answer any possible question. No harm in pushing back a little when it comes to the distinction between what the client want and what they actually need.
