You need to be able to convey the bounds set out by the regulator (or imposed by site conditions) to both sides...many times both the proponent and residents do not have a technical background. Be prepared to get technical (possibly as an individual discussion, depending on the forum) if someone has the background to do so, but otherwise adapt the presentation to the crowd so it enhances their understanding without "talking down" to them.

If a monitoring program is implemented, make sure the residents can access the information (and again, reflect the audience in what is made available)...if you bury it someplace that cannot be found, it doesn't inform and can build up dissatisfaction and resentment toward the process and proponent.

It is also important to ensure that any changes to the original plan of action and consequent impacts are also communicated and discussed and approved by all parties. Sometimes a change that does not seem major to the project stakeholders might be a big deal to the local residents when it comes to emotional value or well being. If there are changes due to project design constraints, the consultation process has to be repeated. It helps to build and maintain trust and sometimes such consultations bring out unique perspectives that can help the project become successful and one of a kind.
