In my view, IT strategy is the alignment between business and IT. Therefore, it is critical to understand business priorities and be able to liaise them with technology solutions. Therefore, no need to understand a specific language, but competencies like business process modeling, enterprise architecture or technology management are absolutely key.

Technology acts as an enabler, not the driver. The first step should be understanding the business challenges and prioritizing the objectives. Then, develop an IT roadmap that aligns with these goals. When selecting technology solutions, factors like compatibility with existing systems and the availability of skilled resources will guide the choice of programming language. For example, a web service could be built using Java, Python, or JavaScript, with the decision based on the service's specific requirements, the current tech stack, and the team's expertise.

To succeed as an IT strategist, one must first understand the business deeply. It is only after understanding the business, how it makes money and profits, the challenges, etc that you can then bring in an enabling and supportive IT platform. In essence, an IT strategist must first and foremost, be a business person with an understanding of IT.

The question here is a bit confusing... typically code, although extremely important, is generally not the driver of the business strategy. It is quite the inverse where strategy is approved by leadership subsequently driving decision-making alignment (which includes the IT Strategy) across the enterprise to be successful. This also leads to the appropriate code/language eval and selection in supporting business objectives. However, it is not uncommon for this approach to be modified in fast/first-to-market startups or software-defined ventures.?From a tactical level, typically Python or Perl (I prefer Perl) is fit for purpose for most environments. IT's alignment with the business strategy will lead to a high-performing portfolio.

Ensure your team is skilled in Java to maximize its benefits. Stay updated with Java’s latest features and updates to keep your applications current and efficient.

To excel at IT Strategy I would focus on other aspects rather than the details of specific programming languages. The strategy should link business goals to the IT plan where as the nuances of specific languages is a question more for tech stacks and what tools teams should use when implementing the said strategy. Consider the broad brush aspects of a language like Java. Does your company have expertise in the language? Is it used in your company and do you have the operational capabilities to support it. Is the language supported long term and is the vendor and community stable? Java fits many of these traits you would ask but it’s the how of your strategy, not the what
