The best wireframing tool is the one that works for you and your team at the moment If you are under a time constraint, a simple low fid prototype made in Marvel is more than sufficient but if you wanna go creative and understand the visual hierarchy more clearly you can go all in one mid fid wireframe. I personally use figma for mid fid wireframing. One other hack I use under a time constraints is cropping ui elements ( as png from my inspirations) and aligning them to form my desired screen Hope this helps !

In my eyes, seeing is not only believing, but also understanding. I experienced plenty of cases when ideas looked fine and logical in imagination, then quickly collapsed when put into a wireframe or let's call it more general: a visualisation. And this is not only limited to UI, it can be processes, financing, business plans (for example look at the Business Model Canvas from strategyzer.com). Basically anything involving some sort of imagination, creation and discussion benefits from visualization.
There is no right answer to this question as far as what is "best". There's tons of tools out there whether its Figma, Axure, Sketch, Balsamiq, etc. and they all have many overlapping features and functionality. They also have specific features that differ from one another. You as a designer need to do your due diligence as far as understanding what your requirements are, work style, methods for collaboration/sharing, etc. You can then make the decision on which is right for you and your team.
