Some flexibile solutions are of course Microsoft Project, Microsoft Planner, Smartsheet, Monday and more. the best advice is to try them out and even run parts of a project on them, to see their functionality and reporting capabilities.

Many of these tools have the same or similar capabilities. Some look nicer than others. Some may have 1 or 2 features that are important to your organization. However, project involve a lot of learning new things, so sometimes it's as easy as picking the tool that people are most familiar with so there is one less tool to learn how to use.
