Give them some 1-on-1 attention. Sit down with them and ask what is slowing them down. Ask what they think they need in order to start meeting those milestones again. Don't approach it as a "blame the worker" situation, either. Really listen to their concerns, make them feel comfortable asking for help. Because as a manager, your number one job is to make sure that your team has ALL of the tools and training that they need to succeed. If this employee is missing milestones, then it's as much your failure as it is theirs. But most of the time the fix is easy. Communicate openly and honestly, make them feel heard and appreciated, and if they ask for something specific & sensible then just give it to them.
