From my experience, no DBA will delay any optimizations as it impacts his night sleep. To bring it to context, every optimisation reduces the risk of failure, so every dba want to make sure db runs well when he sleeps, (if he is the only one who's responsible for managing it). Every missed optimisation tends to cause downtime, or business impact, all dba want to remove the additional work of handling the communication chain, which lasts for hours together in fixing the issues. As mentioned in the given text, RootCause identification is must, most often its the complexity of implementing the change either due to business constraints or risk involved in the given optimization.

this is crucial. let me put an illustration here. Development Team A comes with a request to index a table of size 2TB, they show 400% improvement in the response time for their queries. But when DBA did the analysis on the table, he identified, there is a Development Team B which is also using the same table. He requested both Team A and Team B to give list of their queries. He gathered the general Query log for an hour or so. He analyzed there is 40:60 read/write ratio. He Checked the portion of Team A queries and statements Vs Team B queries and Statements. He established, 90% of writes are done by Team B, 95% reads done by Team A. If index created, Team B suffers. Quantification required for decision making.
