I think this is dependent on the situation. Gathering information on employee behavior can create a sense of "ganging up" on a person or magnifying the problematic behavior in the eyes of the team. If the situation is grievous, like harassment, gathering team input would be an important step, but for a lower-level problem like habitual tardiness or missed deadlines (both of which impact morale), inviting team members to highlight why it's a problem isn't necessarily useful. For lower-level issues, a supervisor's input is likely a sufficient lens.
