Identify the person with the deepest understanding of the data's context and purpose. 2. Who can improve data quality? Assign the role to someone with the authority to drive necessary changes. 3. Does the Chief Data Officer (CDO) recommend someone? If a CDO is present, they may have a candidate in mind. 4. Who did the previous owner assign? In reassignments, check if the prior owner designated someone. 5. Has the data been transformed? If so, the transformer becomes the owner of the new data element.
