Once, working in a business analytics role we were split on the data regarding a vendor selection. Emotion entered the discussion, shoving logic to the edges of the room. To be more effective we decided to start over, creating a neutral environment where everyone felt safe to express their views. We start with the objective criteria like cost, quality, and service. Next we made a pros and cons list for each vendor, to visualize comparisons. Then, one at a time, we had each team member present their case, addressing concerns and answering questions. Eventually we used a weighted scoring model to evaluate each one. This resulted in a most structured, objective and ultimately effective selection process.

Dialogue is very important in discussing different opinions. A technique can be done as follows; 1. Agree on the common opinions, evaluation areas. 2. Give free space , safe environment to express his/her opinion(s). While, ask everyone to have evidence on their opinions. This is to avoid their generation. 3. Ask everyone, to reflect his opinions in the evaluation exercise. (Sheet) 4. Remaining areas for split of opinion. As, a manager give your neutral/fair opinion. 5. If the split or the difference is yet existing and critical - consult other customers which have previous experience in the RFP domain. 6. Consult an expert in this point in the field, and get recommendation about the best decision in this split of opinion.

Any decisions should be backed by an credible quantitative analysis. if the decision is based on number, it will be easier to accept and convince others. for example, when selecting a vendor, we can use a simple matrix in a table with: ROW: types of vendors COLUMN: selection criteria, such as: vendor quality, punctuality, delivery, price, after sales service and support, etc. each of these criteria has an importance value (let's say form 1-10). hence, in each cell we will put score for each criteria for reach vendor. this score is then multiply by the criteria's weight. Then, sum all the row cells value for each vendor Finally, a vendor with the highest score will be selected.

When we needed build consensus we started by acknowledging all viewpoints to ensure all voices were heard regardless of position, tenure and area of expertise. Team members were able to present their perspectives, but only for objective viewpoints. Negative points needed to be backed by quantitative data, an actual impact. The goal was repeated over and over that we were selecting the best vendor for the organization. Throughout the discussion compromise was encouraged, considerations of a trial period were brought forth. In the end a democratic vote was used to make the final recommendation.

The implement (Go Ahead) and final decision of the selection process should be built on the healthy weighting exercise in the technical & financial scoring. Any bias in the decision making of the process, including the non-selection of the best technical/financial vendor will impact the team trust in the process. In general, a clear documentation & communication of the vendor selection process output is key to remove any uncertainty or doubt about the fairness of the process.

Other factors to consider in this process are a risk assessment to evaluate the potential risks of the selection we made. And how was that risk communicated. While we had a feedback system, we realized that post-implementation we needed a performance monitoring. Also if we were satisfied with the vendor performance how easy was it to transition to another, what was the timeline, would we run into the same issues All this needed to be documented for transparency and where would it be accessible for the next occasion.
