In my opinion, this question presumes that TIP‘s are solely considered as the valid source of threat intelligence information. There are actually other sources of threat intelligence information when you look across the entire landscape. Geopolitical activity, budgets, data source reputation, data source accuracy, etc. The short answer is, it depends. It depends on your business needs. For example, manufacturing faces different threats than the healthcare industry. My solution would be, assess the strength of your analysts, address the gaps in their experience, encourage networking, and invest heavily in zero trust principles.
