Both Risk and Sales departments are very goal oriented. Your best option is to give them both a goal that helps the other. Sales doesn't care about Risk and Risk sees Sales as just that, another risk. You have to get Sales to care about the risk and Risk to care about making sales. If you have a bonus program, make the bonuses tiered on risk. The higher the risk, the lower the bonus. This way, your sales agents are not penalized on their quota but can first-hand see the benefit of considering risk.

Risk and sales often seem like they're pulling in opposite directions, but when they work together, the business wins. One thing that helps is bringing risk teams into sales iscussions early, so they guide rather than block deals later. I've seen this reduce last-minute conflicts and improve deal quality. Curious.
