Your operational planning is in disarray. What can you do to get it back on track?

To regain control and restore order to operational planning, a systematic approach is essential. I would begin first by conducting a comprehensive assessment of the current situation, identifying the root causes of disarray. For this purpose, I’d engage with key stakeholders, including team members and department heads, to gather insights and perspectives establishing clear communication channels to ensure everyone is on the same page regarding goals and expectations.

Start from the bottom up. I have often found that most challenging problems can be most easily identified from the lowest levels—and often accompanied by the simplest solutions. When mid-level managers take the perspective that disarray or disorder reflects upon their skills, they fail to provide that feedback up the chain—thus leaving those leaders at the higher levels with a false perspective of the true challenges.

Start this with taking a breath and stepping back. An overall assessment is needed, before you can identify ways to move forward. What is the concern, the issue, and is there a true problem, or just a perception of a problem? So many times we jump to a solution. As you assess, make sure you've done your own pulse check...are you entering this with biases and what are they? How does your experience and vantage point affect your assessment? Remember, an assessment of the situation will look different from different stakeholders. Early development of the operating picture, will assist in capturing the relevancy of the mission and the impact of challenges.

Apply some design thinking before this step to make sure you have the right problem. You could spend a lot of time constructing a plan to solve the wrong problem.

Using the Ishikawa method can be very effective when problems need to be resolved methodically and quickly, and when you have a competent team from which to distribute tasks. It involves identifying the root causes and exploring the general categories of causes. The diagram takes the form of a main column representing the central effect or problem, and "edges" for each category of cause. Each cause then needs to be explored in greater depth in order to understand why it occurs. Finally, all you have to do is rank them according to their importance and impact and pass them on to the team.

Annoy your team by repeatedly asking for greater "clarity and alignment" as you prioritize. If you're prioritizing, you've already set a clear goal (mission targets or key priorities) and you presumably have a clear set of values that define how your team/org does work together (culture). The call to "clarity and alignment" keeps the prioritization process about the whole org's best (vision/value driven). It forces clarity around targets and expectations over vague or undefined hopes. It forces alignment with both the "desired end" (culture/values) and the agreed upon "way of being" (vision) that gets you there. Where competing priorities still exist, identify the underlying competing values and work toward a shared understanding.

Your operational plan exists to achieve your organisation’s objectives. Analyse your organisation’s activities against these objectives. The objectives themselves may first need to be prioritised. The objectives directly linked to the organisation’s survival and improvement are the most important. Any activities not contributing to achieving those objectives can be deprioritised. Stakeholder analysis can assist here. Who are your most important stakeholders and which ones can your organisation influence and/or influence your organisation the most. Find ways to celebrate the work that is done (and in progress where possible) even if it needs to be adjusted or dropped completely. As changes are made, communicate, communicate, communicate. Anchor messages in your team/org's shared understanding (vision, values, culture). Talk about consistent alignment with org/team vision/values/culture. Talk with clarity about what is changing and any shifting expectations.

I like to review progress on a monthly, quarterly, and annual basis. Each of these check-ins provides and opportunity to pivot if needed. Questions to ask - what's going well? What isn't going well? What am I planning to work on in the next period? What supports could I use to help me get there? Then go after those supports (resources, documents, help from people, whatever it is).

Plus - they will all be bought-into the plan and be eager to implement. As the manager your job should be about giving your team the tools they need. You'll figure out what they need as you go through the planning steps. There is no better feeling than standing behind your team that's running on all cylinders!
