In my opinion there is 2X2 Matrix of Risk of Leaving Vs Impact of Leaving for each individual. Based on the information collected in the retention interview identify the areas to work on. Club that data to validate with the Engagement Survey to validate the action areas. The Strategy will have to be 2 prone, 1. Larger Team focussed, where would you like to address broader org needs 2. Keep your top talent in focus and design a strategy for each of them dedicatedly. This should fix the issue at large.
