If there are two choices that have similar capabilities of achieving the Group’s greater goals- which one has the greatest effect in achieving the Group’s greater goals. Make sure that this follows the rules of deciding between the conflicting positions. Always remind everyone of the Group’s Goals and how the Budget’s Goal is able to achieve that; & the rules support it!
