Get the C suite logging tickets before they walk up and escalate for a desk side response. Even if the ticket is just a skeleton with nothing in it. The point is to build the narrative that the CEO logs a ticket when they need IT support, every time. So you should too. The phrase "Dude, my budget to fix your problems depends on evidence from the service desk system that I fix your problems. No evidence, no budget, no fixes. If you log it I can escalate it, if I have to log it for you its going to take longer because I have to triage all the other logged tickets first and yours isn't there to be triaged. Even the CEO expects to log tickets". You will give your staff the thing the resource they need the most - TIME!

There has to be fine balance and need to ensure the core business of the company is not impacted and there is constant income stream which will then assist or help in investing right people and infrastructure which will overcome any odds and be ahead of the game.

This may be the unpopular position, but if the company is expanding you may need to also consider the expansion of the IT Department, even if it is high performing. Supporting significant additional users (say 10%) with no additional increase in staffing for support services is an unrealistic expectation while maintaining the same service levels. More users means more calls to the service desk, more tier 2 support needed. It also means more software licensing and additional hardware to support.
