The major challenge in content migration is to maintain the intent of the new content with the existing one as there may be an immense transformation in the content flow and structure. From my experience, Information Architecture tools like Microsoft Visio helps a lot in the initial phases of planning and mapping the content inventory and architecture. Such tools also help to create a perfect sitemap for the new website.
