The way I see it, brand strategies are living documents and should be updated at least every six months to ensure that they are never outdated. Markets change, competitors change, and customer preferences change all the time. For this reason, in addition to doing comprehensive research and building a strategy at the beginning of a project, it's really important to update this strategy consistently and also revisit it regularly (3-6 months) to ensure that you are aligned with all of these changes and that your strategy remains relevant.
