You might have project A where the science works out and the protein is behaving great. Then you might have a project B where there are issues that will take a year to resolve. You need to make sure that you are not punishing the team working on project B just because they got unlucky. Also project B might result in the next blockbuster drug.

In my experience this is only a good idea if you are performing some routine task, for example completing an assay. For any roles in R&D where you need to come up with new ideas this is likely to be detrimental.
