Golang with fiber. Go is very simple and lightweight. Great to work with and blazingly fast. What's great about go web apps is how lightweight they are and how quickly they startup compared to other languages which need runtimes like java or c#: you can host go apps cheaply on serverless infrastructure which sleeps once the app isn't in use and it can wake up only when needed.

If I were in that spot, I'd go for something like Flask or Express.js. They're both lightweight and efficient, perfect for when you're working on a tight budget. Before you choose a framework you should ask yourself if you need a framework at this stage at all? For a new Application that is Proof of concept or MVP (Minimal Viable Product) just to get first users' feedback and change fast, you may not need a baggage like that. There are many no-code and low-code options which are not only for non-programmers. Having more than 15 years of experience in building applications myself I would create cheap and fast "mockup" version of application using tools like Retool, Bubble, Zapier and Make (Integromat) to get minimal features to test users and validate it before spending hundreds of manhours writing actual production code. Early feedback from users might be crucial in deciding what framework to use

Personally, i prefer STS (eclipse with spring tool suit ) or Eclipse for Java....but its a personal choice , all most depends on your feelings

The best code editor is the one you feel most comfortable with. I've been working with Intellij for the last 6-7 years and I'm really comfortable with it but some of my colleagues used Visual Studio Code for example and they are very happy working with it.
