I have found that peer-programming has been an effective way to uplevel a team. Work can still be done, and you get both participants to level up. The more senior engineers can level up by mentoring through best practices with coding and working on their technical communication skills. The junior developer up levels by learning these best practices and leveling up their coding skills. Outside of tech, this can be achieved by shadowing.
