Why is storytelling essential for effective data visualization?

You are collecting, cleaning and presenting data. But what does the data actually mean? When creating data visualisations and dashboards, the dashboards needs to maintain a consistency throughout it that defines a certain concept. For example, I am creating a dashboard with all these milestones and targets reached, so ask why? What is the overall the concept the dashboard or the data is trying to show? What challenges were posed and what was the solution and strategy set out to help achieve those goals? Which metric defines which KPI? If there is no concept, there is no structure. Its like a movie set. If the movie piece is your final product, the data can be the props and the actors, but you need a plot.
