Use the built in CMD to delete the old BCD record and run BCDboot to build a new record. if you cant access the recovery partition, use a windows boot disk to run chkdsk on the disk to check for issue with the FAT table or the physical disk that my need replacement. If all else fails, find a window, roughly 30 to 40 feet in elevation, and throw the tower out of it. Defenestration can solve most issues.

You can turn pc off restart and when the logo show on screen turn it off again then turn on, do this three times and pc/laptop should go into recovery mode you can do things like fix start up or restore Windows by complete install or reset keeping existing files
