ToC, logic model and Data collection methods can guide in the development of tool that will measure impact along a trajectory. Measuring impact requires a deep understanding of the program logic and ToC, that give appreciation to the output and a robust outcome harvesting which has a causal link to sustained impact attributed to critical project activities.
