In my experience, when establishing a Business Analysis Center of Excellence, its best to start with just understanding the problems being faced on the project team relating to the business analyst role. A BACoE is only being prioritized because leadership has noticed inconsistencies in project delivery. Leadership usually wants a standardize way to do business analysis across the organization in order to reduce the risks of delivering projects with missing requirements or do not meet the user's needs. To get started on formalizing the BACoE, the BA professionals must start with a current state assessment and see what exactly are the challenges being faced today so that they can be sure to solve the correct problems.

Assess the current state is the 3rd step. First you should define your assessment objectives. Identify the specific aspects of business analysis you want to evaluate. And then identify your stakeholders. You need to make sure you include everyone who could contribute to your initiative.

This step is very important in the set-up of a BACoE. Defining the scope of work of BACoE, the structure including the roles required, the responsibilities of each role, and the work rhythm for the unit. This will the unit function effectively while also ensuring other members of the team understand the importance of the unit.

Effective development of skills and competencies of BACoE members requires a structured approach. This approach includes defining the required competencies for all roles within the team, conducting a skills assessment of members of the team in line with the defined competencies, and designing and implementing a capacity building program to close gaps identified in the skills assessment. In addition to this a structured coaching and mentoring program can be instituted within the organization, giving the senior members of the team a platform to deliberately build the capacity of junior members.

In my experience, BACOE is a must have within an organisation as it collaborates different functional experts and catalyses assessing the mindset of business teams. However, this needs a strong leadership to define the governance and key drivers to realise its goals. An example of a successful BACoE would be driven by a lead who is meticulously involved in cross functional team workshops, conferences or symposiums within organisation and international platforms to exchange the best practices.

One of the best ways to develop skills and competencies is through mentorship programs where experienced business analysts can mentor junior team members. This fosters knowledge transfer, skill development, and a sense of community within the BACoE.
