In the case of university research administration, libraries play a determinant role. Digital transformation/modernization is a must if the institution wants to reach better results. A research policy is mandatory, as well as an open science policy. Based on those guidelines, the library should implement/manage a document repository, and a data repository. Meanwhile, the research office should administrate a CRIS that has to work integrated with as many platforms as possible, to develop a robust solution of academic management, focused on research but not limited to it. Use mostly open data, open sources, and persistent IDs, then you should achieve great outcomes.

The second step is to define the roles and responsibilities of each partner. Who will do what, when, and how? How will the partners communicate and coordinate with each other? How will the partners share the costs and resources of the partnership? How will the partners measure and evaluate the outcomes and impacts of the partnership?
