Critically, the development of sustainable tourism in a destination requires a local champion able to undertake the considerable work to gather and organize like-minded stakeholders to develop a credible plan. From experience, when there is no organization or effective leadership, little movement will take place. Many stakeholders, if the environment is right, will be naturally attracted to an organized effort, but in most cases, the concept must be "sold". Communities at the local level sometimes need to be shown how sustainable practices benefit the whole, not just certain individuals or sectors. Each community has a unique environment. Stakeholders must be shown concrete benefits - this is a business - and the road to achieving them.

2 Engage the stakeholders

The second step is to engage the stakeholders in a meaningful and transparent way throughout the tourism planning and management process. This can be done by using various methods of communication, consultation, and collaboration, such as workshops, focus groups, interviews, surveys, feedback mechanisms, or participatory decision-making. Basically sustainable responsible practice have to start from locals.... because the majority pollution is starting from local roadside petty shops in Munnar. They ate selling banned plastics materials, disposable stuffs and no waste management plan for them.... and the next role is for LSGD.....
