The target resolution of a given image is set as a ratio between the given web page target frame pixel size, and the imagined biggest screen that will be used to view the site, much like in print - the image size vs the overall page size. To ensure that a raster image quality is at it's maximum detail, you do need to consider the capability of the intended device - 72 PPI was the standard set in the 80s, a typical 1080p 15" laptop has an approximate PPI of 146, while the screen on some phones offering over 400 PPI.
