The fundamental way to do this is to first sign off a quality assurance plan with vendor and follow it from the word go. Quality cannot be achieved at the end, it is achieved in the process. It will avoid all potential conflicts

I agree with the contract part. Quality benchmark along with audit methodology should be documented and signed off in contract. Another item is clear and open communication and expectations. Both parties have to go through the contract and respect that. Any kind of question/query should be addressed in the beginning. There is no room for assumptions in quality standards.

Part of maintaining a proper supplier relationship management program is identifying the various team contacts from day to day contacts to senior executives who have the power to commit and take decisions. A side from identifying the right contact for the incident it is also critical to raise awareness with higher level management to ensure traction. If you have well established service level agreements around speed and quality of service delivered you should have obtained sample of their product as a benchmark to the quality expected.
