One of the techniques I would recommend to try is to use layers. You can layer different levels of smoke/mist on top of each other (smoke/mist .png files for example). It also will add a sense of depth. With just 5-10 layers, by animating them in slow movement you can crate pretty good effect of smoke/fog/mist. Depending on your animation software and knowledge you can also try to use particle systems, this is more common in 3D software like Cinema4D, however can be also used in animation software like Adobe AfterEffects with 2d animations.
