One of the ways I did this at HSBC was to think about who my audience are when they join us, and what/who I want them to be when the learning finishes. This also includes the behaviours I want to see, and the future skills I want to help them embed!

For me the assessment is also an opportunity to put the accountability back on the learner. By making the assessment part test, part coursework type approach, you can see that they understand the learning, and achieved the right outcome! Not just got lucky with the result ??

I agree but I would also suggest keeping it individual, a generic test is usually so high level that you can't tell much - are you able to build something that really tests the individual?

Thinking wider than this it's also really important to build awareness and buy-in from your key stakeholders, team managers for example, and then the learning doesn't just fall flat, it continues in the spirit you designed it in.

I would just second the modality bit, if you're not using the best method to assess, you aren't really assessing anything. Practical assessments aren't easy, but can quite often be the best solution.
