In my experience an informal group may influence IT governance activities, however if it claims to become an IT governance body, it has to be formalised.

I'd suggest that in big enough IT organisation (say, 70+ people) makes perfect sense to have dedicated IT governance function within IT. This function mission is to evolve and maintain IT governance processes and practices, as well as police IT governance compliance.
