For public communication, the std dev is usually expressed in the form of prediction intervals (e.g., a forecast of 5 to 10 mm of rainfall tomorrow). Forecasts where the ensemble mean is close to the actual outcome are described as "accurate". Forecasts where the std dev is a good indication of the uncertainty are "reliable". Is the std dev actually a good indication of the uncertainty? At weather timescales, yes, but it does not work so well at longer timescales. For rainfall, the question is complicated by the std dev's relationship to the mean (a 10% error is larger at 100 mm than at 1 mm).

This does not mean SD is not a useful and important estimate, it just means it might be less useful in predicting future weather outcomes (mostly as the data informing the forecast models becomes less reliable and more conflicting).
